Newburyport Strategic Land Use Plan


Taintor & Associates, in association with Dodson Associates, is assisting the city of Newburyport, Massachusetts, in the preparation of a Strategic Land Use Plan for the southwest portion of the city. The study area is bounded by Interstate 95 on the west, Storey Avenue on the north, Low Street on the northwest, and the Newbury town line on the south; and including the Route 1 traffic circle.

The key elements of the plan are:
  • preservation of a green corridor along the western side of the study area, to protect habitat and minimize impervious surface coverage in the upper watershed of the Little River;

  • infill development of industrial uses within the existing industrial park area;

  • creation of a higher-density, mixed-use area centered on the MBTA Commuter Rail station and the Route 1 traffic circle.
This new land use pattern will be achieved through a combination of new zoning districts, purchase of land or easements by the City and private environmental organizations, and establishment of a Transfer of Development Rights system to enable property owners in the green corridor to realize a fair return on the value of their land while minimizing further development.
