Prepared a Master Plan with a focus on key land use,
growth management and open space issues facing this rural town.
In addition to the Master Plan, the project included development of
a new Open Space and Recreation Plan, a comprehensive fiscal model
for use in capital planning, and a series of zoning regulations to
encourage appropriate village commercial development and open space
protection.

Wellfleet, Mass. - Local Comprehensive Plan (1995)
The Wellfleet Plan focused on how this harbor village
within the Cape Cod National Seashore could protect water quality and
community character. In addition, developing a strategy for the
tourism-oriented Route 6 commercial corridor was important. The Plan
was the second Local Comprehensive Plan to receive certification by the
Cape Cod Commission.

Pittsfield, Mass. - Master Plan (1993)
Prepared a Comprehensive Plan for the major city in
Berkshire County (pop. 49,000). A major focus of the plan was the
relationship between industrial, commercial and residential districts,
and the plan includes recommended commercial development standards,
criteria for evaluating rezoning proposals, and guidelines for conversions
in residential districts. The Pittsfield Comprehensive Development Plan
received the 1994 Outstanding Comprehensive Plan award from the New
England Chapter of the American Planning Association.

Cranston, R.I. - Comprehensive Plan (1992)
Prepared a comprehensive plan for a diverse city of
75,000 residents experiencing both urban revitalization needs and
suburban growth pressures. The Plan recognizes and respects Cranston's
diversity and established development patterns, and identifies strategic
opportunities in several areas of the City to re-focus growth trends
within the overall framework of existing development. In order to
accommodate continued growth while preserving the rural character of the
western part of Cranston, the Plan recommended establishing a compact
village center which would include a higher density of residential
development as well as civic and limited commercial services. In the
urbanized eastern half of the City, the Plan focused on improving the
quality of commercial development along major arterials; and proposed
policies and standards for expansion and redevelopment of a complex of
State correctional and medical facilities. The Cranston Comprehensive
Plan received the 1992 award for Outstanding Comprehensive Planning
Project from the New England Chapter of the American Planning Association.

Acton, Mass. - Master Plan
(1991)
Prepared a Master Plan focusing on economic and
residential development within the Town's framework of villages. The
plan called for future growth to be shifted away from commercial strips
and directed instead into new, compact centers containing a mix of
residential and commercial uses. Measures designed to implement the Master
Plan's policies included transfer of development rights, planned unit
developments, and density bonuses for cluster development and affordable
housing. The extensive regulatory recommendations of the Master Plan were
adopted in their entirety by the 1990 Annual Town Meeting and a subsequent
Special Town Meeting. The Acton Master Plan received the 1991 award for
Outstanding Comprehensive Planning Project from the New England Chapter of
the American Planning Association.
